경기도내 6곳의 통합 교육지원청이 시군 1교육지원청으로 설립되는 법적 근거가 마련됐다.
◆ 신도시 개발로 인구 급증, 분리 요구 증가
28일 인천일보 취재를 종합하면 교육지원청의 설치와 폐지, 통합과 분리 권한을 조례에 위임하는 '지방교육자치에 관한 법률 일부개정법률안'이 국회에서 통과됐다. 대상은 광주하남교육지원청, 구리남양주교육지원청, 군포의왕교육지원청, 동두천양주교육지원청, 안양과천교육지원청, 화성오산교육지원청이다. 통합 교육지원청으로 운영되던 이들 지역은 신도시 개발로 인구와 학생 수가 급증하면서 주민들의 교육지원청 분리 요구 민원이 증가해왔다.
◆ 교육감이 주민 의견 듣고 설치·통합·분리 가능
개정법률안은 교육지원청의 관할구역 및 위치는 조례로, 명칭 및 조직과 운영에 필요한 사항은 대통령령으로 정하는 범위에서 조례를 정하도록 했다. 교육의 효과적 지원과 교육지원청의 효율적 운영을 위해 필요한 경우 시·도교육감이 지방의회, 주민, 학부모 등의 의견을 들어 교육지원청을 설치·폐지 또는 통합·분리할 수 있도록 했다.
임태희 경기도교육감은 27일 자신의 SNS에 "오랜 숙원이었던 통합교육지원청 분리·신설이 가능해졌다"며 "경기도교육청은 조례 제정 등 빠른 후속 절차를 준비하겠다"고 밝혔다. 도교육청은 1시군 1교육지원청 설치를 위한 통합교육지원청 분리·신설 기본계획을 수립할 계획이다.

The targets are Gwangju-Hanam Education Support Office, Guri-Namyangju Education Support Office, Gunpo-Uiwang Education Support Office, Dongducheon-Yangju Education Support Office, Anyang-Gwacheon Education Support Office, and Hwaseong-Osan Education Support Office. In these areas operated as integrated education support offices, population and student numbers surged due to new city development, increasing residents' complaints demanding separation of education support offices.
◆ Superintendent can establish, integrate, and separate after hearing residents' opinions
The amended law stipulates that jurisdiction and location of education support offices shall be determined by ordinance, and matters necessary for names, organization and operation shall be determined by ordinance within the scope prescribed by Presidential Decree. When necessary for effective educational support and efficient operation of education support offices, provincial superintendents of education can establish, abolish, or integrate and separate education support offices after hearing opinions from local councils, residents, and parents.
Gyeonggi Province Superintendent of Education Lim Tae-hee stated on his SNS on the 27th, "Separation and establishment of integrated education support offices, which was a long-cherished desire, has become possible" and "Gyeonggi Provincial Office of Education will prepare quick follow-up procedures such as ordinance enactment." The provincial office of education plans to establish a basic plan for separation and establishment of integrated education support offices for establishing one education support office per city or county.
