한국전력공사가 인천 지역 전력망이 포화됨에 따라 데이터센터의 신규 전력 공급 신청을 모두 불허한 것으로 확인됐다. 인공지능(AI)을 비롯한 바이오·반도체 등 핵심 미래 산업 기업 유치에도 차질이 빚어질 수 있다는 우려가 제기된다.
데이터센터 19건 포함 24건 불허
28일 허종식 더불어민주당 의원이 한전으로부터 받은 자료에 따르면, 전력계통영향평가 제도 도입 이후 인천에 접수된 대규모 전력 사용 신청 24건이 모두 '공급 불가' 판정을 받은 것으로 나타났다. 한전은 "전력계통의 공급 능력 부족으로 인한 전력계통 신뢰도 유지가 곤란하다"고 이유를 설명했다. 신청 사업 24건 중 19건은 데이터센터였으며, 지식산업센터 2건, 노인복지주택 1건까지 전기 공급이 불가하다는 판정을 받았다. 전력계통영향평가는 10㎿(메가와트) 이상 시설이 전력망에 부담을 주는지 사전에 심사하는 제도로 지난해 6월부터 시행됐다.
전력망 확충 계획 마련 필요
인천 지역의 전력망이 포화된 것으로 드러나며 바이오·반도체 기업 유치에 제동이 걸릴 수 있다는 지적이 나온다. 허 의원은 "이번 한전의 100% 불가 통보는 인천의 전력망이 포화 상태임을 공식화한 것으로 미래 먹거리인 바이오·반도체 기업 유치를 위한 전력망 확보 계획부터 점검해야 한다"며 "기후에너지환경부와 한전은 인천의 전력난 해소를 위한 특단의 전력망 확충 계획을 마련하고, 장기적으로 수도권 전력 수요 분산을 위한 근본적인 로드맵을 제시해야 한다"고 밝혔다.

19 Data Centers Among 24 Rejected Cases
According to data received from KEPCO by Democratic Party Representative Heo Jong-sik on the 28th, all 24 large-scale power usage applications filed in Incheon since the introduction of the power system impact assessment system were ruled 'supply impossible.' KEPCO explained the reason as "difficulty in maintaining power system reliability due to insufficient supply capacity of the power system." Among the 24 applied projects, 19 were data centers, and 2 knowledge industry centers and 1 elderly welfare housing also received rulings that electricity supply was impossible. The power system impact assessment is a system to examine in advance whether facilities over 10MW (megawatts) burden the power grid and has been implemented since June last year.
Need to Prepare Power Grid Expansion Plan
With Incheon's power grid revealed to be saturated, concerns arise that attracting bio and semiconductor companies could be hindered. Representative Heo said, "KEPCO's 100% rejection notification officially confirms that Incheon's power grid is in a saturated state, and we must first examine the power grid securing plan for attracting bio and semiconductor companies, which are future food sources," adding, "The Ministry of Climate, Energy and Environment and KEPCO must prepare extraordinary power grid expansion plans to resolve Incheon's power shortage and present a fundamental roadmap for dispersing metropolitan power demand in the long term."
